COMPASS 2000

 

 

The United Way of Clinton and Essex Counties, Inc. conducted its fourth needs assessment survey, known as the Compass Survey, in late 1999. The survey measures the public's views on health, human and social issues affecting the County. Residents were asked to rate each issue as to how severe a problem it is for the community and for their individual households. The results of the survey help to guide the design and implementation of agency programs to address these issues.

The first Compass Survey was completed in 1988 and has been done every four years since (1992 and 1996). In each survey, five different groups of Clinton County residents were targeted: households, key informants, senior citizens, high school students and low socio-economic households.

The survey itself was designed by a task force of agency heads, United Way staff and other key informants from the community. Over the years, the survey issues have been refined. In each survey, an attempt has been made to include those issues that are likely to affect the well-being or quality of life of County residents.

Clinton County households were randomly selected from the voter registration list to develop a suitable mailing list for the survey. To insure that all townships were fairly represented, the distribution of the questionnaire was prorated by the number of households in each town. The majority of the questionnaires were mailed, while others were distributed directly to particular audiences, such as seniors (through the Community Outreach Centers) and students (through the schools). A number of surveys were handed out at civic group meetings. Low socio-economic households were identified by the Department of Social Services.

Of the 4,350 surveys distributed, a total of 732 were returned (16.8%). The response rates for the various groups are listed below:
